Often, and the detail matters more than the yes. Many expedition companies provide a waterproof parka, but it may be a loan you return, a rental, or a jacket you keep. Some include an insulated liner and others are a waterproof shell only. Confirm which before you buy an expensive coat you may not need.
Where a suitable parka is supplied you generally don't need another bulky outer coat for landings. You may still want a lighter waterproof or insulated jacket for Ushuaia, Buenos Aires, Punta Arenas or the Falklands, where you'll be off the ship in ordinary clothes.
Where no parka is supplied, bring a windproof and waterproof shell big enough to fit your complete layering system underneath. A 3-in-1 jacket simplifies things.
If it's a jacket you keep, leave luggage space for it on the way home.
